Creating meaningful opportunities for employment integration for NEET Arab youth

About the Initiative

The percentage of Arab youth who are NEET (not in education, employment, or training) is high. To address this, the Arab Community Programme is developing a continuum of interventions from an early age – from prevention, through guidance and training, to integration into employment.

Our strategy focuses on strengthening infrastructure by building the capacity of leading organisations in the field. This includes Alfanar – established by Yad Hanadiv and the JDC to advance Arab employment, and Be-Atzmi – an organisation working over the past three decades to support marginalized communities facing barriers to employment.

A second lever of change advances evidence-based models through research, measurement and evaluation; innovative pilots for informal education frameworks; and employment and soft skills. We are also collaborating with schools and local authorities to build a coordinated, system-wide response to NEET.
