Professor Yigal Mersel

Chief Executive

Prof. Yigal Mersel has served as Chief Executive of Yad Hanadiv since 2023. In this role, he leads the Foundation’s activities and advances its philanthropic vision through long-term strategy development, partnerships with the public and social sectors, and collaborations with leading philanthropies in Israel and abroad. Prof. Mersel is a jurist and retired judge who has held numerous senior positions within the Israeli judiciary, including Registrar of the Supreme Court, Judge of the Jerusalem District Court, Director of the Centre for Judicial Education and Training, and Director of the Courts Administration in Israel. He is the author of two books and dozens of articles on law and judicial administration, and has served as Secretary General of the International Organisation for Judicial Training. Prof. Mersel holds an LLB, LLM and a doctoral degree in law from The Hebrew University of Jerusalem.

Gal Fisher

Chief of Programme and Implementation

Gal is responsible for the development and implementation of all strategies and content-related processes across all programme areas within the Foundation. In his previous role, Gal led the Education Programme at Yad Hanadiv. He initiated the ‘Hashkafa’ (Teacher Leaders) strategy, aiming to upgrade in-school professional development for Israeli teachers, and the ‘Meisharim’ (Turnaround Schools) strategy focused on catalysing a measurable and sustainable improvement in elementary schools. Both strategies were implemented in close collaboration with the Ministry of Education. Additionally, Gal oversaw ‘Avney Rosha’– The Israel Institute for School Leadership, where he had previously worked for five years in establishing and leading the field of Research and Development. Gal holds an MA in Hermeneutics & Cultural Studies from Bar-Ilan University and is a graduate of the Mandel School for Educational Leadership. He joined Yad Hanadiv in 2013.

Michal Ben David

Chief Operating Officer

Michal oversees operations at Yad Hanadiv, leading cross-organisational processes and driving excellence. For over a decade, Michal held senior management positions at Teva Pharmaceuticals, leading operations, finance and strategy initiatives, as well as managing multidisciplinary teams. More recently, she managed operations at one of Teva’s plants in Kfar Saba. She previously served as a Senior Manager at Tefen Management Consulting. Prior to joining the Foundation, Michal managed a business in Europe and oversaw family investments and assets. She holds a BA in Industrial Engineering and Management from Ben-Gurion University and an MBA from Tel Aviv University. Michal joined Yad Hanadiv in 2025.

Ilana Paskar

Chief Financial Officer

Ilana oversees all of Yad Hanadiv’s financial activity. She is responsible for financial management, internal and external audits and budget oversight. From 2001–2007 she served as Auditor and Audit Manager at Kesselman & Kesselman, PwC Israel. Ilana is a member of the international Foundation Financial Officers Group (FFOG). She was licensed as a Certified Public Accountant in 2001 and holds a BA in Accounting and Economics from The Hebrew University. She joined Yad Hanadiv in 2007.

Ilana oversees all of Yad Hanadiv’s financial activity. She is responsible for financial management, internal and external audits and budget oversight. Director of Human Resources

Dikla is responsible for Human Resources at Yad Hanadiv, including recruitment and staff leadership. She works closely with management to foster an organisational culture aligned with Yad Hanadiv’s mission and values. Dikla has 20 years of experience in HR and organisational development, at a diverse range of global firms. In her most recent role, Dikla served as Associate Director of Human Resources and executive team member in a division of Teva Pharmaceuticals, where she was responsible for its entire range of HR functions, including leading professional development for managers, employee retention and career path planning. Dikla holds a BA in Behavioural Science and an MA in Organisational Consulting. She joined Yad Hanadiv in 2021.

Director of Communications

Maya manages media and public relations at Yad Hanadiv. In her role, she helps make the Foundation’s activities in far-ranging fields accessible to the public. Maya has extensive experience in marketing, communications, digital media, content and strategy. In her previous role, she managed marketing, communications, and customer service at the Jerusalem Biblical Zoo and the Israel Aquarium. During the pandemic, she worked at the Ministry of Finance as Deputy Spokesperson. She also previously served as Brand Manager for the Holmes Place fitness chain and as a parliamentary assistant. Maya holds a BSc in Marine Sciences and Marine Environment, and an MA in Political Communication from Tel Aviv University. She joined Yad Hanadiv in 2025.

Dr Asher Ragen

Programme Director, Academic Excellence

Asher is Director of the Academic Excellence Programme at Yad Hanadiv. In this role, he has worked to develop new strategies in biomedical science, including support for precision medicine and advancing Physician-Researchers in Israel, together with philanthropic and government partners. The Academic Excellence Programme also supports expanding the reach of Humanities education to new students and programmes in universities, as well as a joint strategy (together with the Arab Community Programme) to advance outstanding Arab students in Science and Engineering. In addition, Asher guides Yad Hanadiv’s support for digital efforts of the National Library of Israel. He holds a PhD from Harvard University in Ancient Near Eastern Studies. Asher joined Yad Hanadiv in 2006.

Programme Director, Arab Community

Safa Aburabia holds a PhD from Ben-Gurion University. She was a postdoctoral fellow in Anthropology at Harvard University from 2016 to 2018. Her primary areas of expertise are Anthropology and gender; feminist discourse in the Arab and Islamic world; and oral history, with a focus on Bedouin collective memory and documenting silenced voices. At the Mandel Centre for Leadership in the Negev, Safa developed and delivered leadership training, working with mayors and heads of local councils, and senior officials in the civil, public and business sectors, while also teaching part-time at Tel Aviv University, Ben-Gurion University and Sapir College. She joined Yad Hanadiv in 2019.

Efrat Degani-Toperoff

Programme Director, Early Childhood

Efrat’s work focuses on early childhood development, especially among disadvantaged populations. She was Co-Founder and Chair of Bema’aglei Tzedek – an award-winning social justice organisation, and Co-Founder of the Good Neighbour Association and the Psifas Israeli Fund. She was a member of the late President Shimon Peres’ Youth Forum. Efrat graduated from the Mandel School for Educational Leadership and holds a BA in Talmud and an MA in Non-Profit Management from The Hebrew University. She joined Yad Hanadiv in 2012.

Moti Taubin

Programme Director, Education

As Programme Director for Education, Moti seeks to influence teaching and learning through the levers of school leadership, professional development and technology. Moti began his career in education with the Revivim programme at The Hebrew University of Jerusalem. In 2009 he founded a number of educational initiatives including the pre-military academy in Ein Gedi for youth from the periphery and was a teacher and educator at the Yachad Modi’in high school. In 2012 he became Deputy Head of the Jewish Statesmanship Centre, where he also headed its Honours Identity and Public Policy Programme. In parallel, he founded and took part in an initiative to teach Hebrew at Abu Gosh High School. In 2015 he served as Head of Strategy at the Ministry of Education, where he dealt with systemic, long-term challenges, including shaping of a ‘graduate profile’, a system-wide training programme, providing solutions for underperforming schools and developing strategic dialogue with government ministries and bodies. He is a member of the Education Minister’s professional advisory committee. Moti holds an MA in Public Policy from Tel Aviv University, a BA in Jewish Studies from The Hebrew University and a teaching certificate in Bible Studies. He serves as reserve officer in the IDF with the rank of Major. He joined Yad Hanadiv in 2021.

Since joining Yad Hanadiv in 2016, Hanoch has led the Environment Programme with a focus on establishing Marine Protected Areas to improve Mediterranean ecosystems, alongside advancing river rehabilitation. He previously served as CEO of the Israel Society for Ecology and Environmental Sciences, where he advanced a wide range of initiatives, including the Mimshak Science to Policy Fellows programme, the Hebrew-language journal Ecology and Environment, and Zavit – a news agency for Science and the Environment. Prior to that, he served as Head of the Energy and Air Pollution Department at the Israel Union for Environmental Defense (Adam Teva V’Din), where he led the enactment of the ‘Clean Air for Israel’ Act. Hanoch holds an LLB in Law and Philosophy from The Hebrew University and an MSc in Environmental Change and Management from the University of Oxford.

Director of Evaluation and Measurement

Sigal leads efforts to integrate evaluation and measurement that support the effectiveness of Yad Hanadiv’s strategies and grant making across all programme areas. She previously headed the Evaluation and Measurement Unit at the Education Department of the Herzliya Municipality and served as a consultant for organisations such as the National Authority for Measurement and Evaluation in Education (RAMA) and Tovanot B’Hinuch, an education non-profit. She managed projects and led evaluation research at the Centre for Education Technology (CET) from 1997-2008. Sigal joined Yad Hanadiv in 2017. She holds a PhD in Education from the University of Haifa and she held a teaching position at Tel Aviv University and Kibbutzim College. Her dissertation focused on leadership that fosters effective use of data.

Andy Benica

Director of Development and Innovation

As Senior Programme Officer, Andy develops and promotes major initiatives to advance Yad Hanadiv’s work on urban sustainability, pollution reduction, and climate adaptation, including Yad Hanadiv’s Urban Forestry and Shading Initiative. Since June 2025, she also serves as Director of Philanthropic Development and Innovation. Andy previously served as a consultant to public and commercial entities on sustainability and environmental regulation in Israel and in the UK and headed the Sustainability Department in the Consulting Division of PwC Israel. Andy holds an MSc in Environmental Policy and Regulation from the London School of Economics. She joined Yad Hanadiv in 2014.

Liat Angel Peair

Director of Operations and Purchasing

Liat is Director of Purchasing and Administrative Budgeting and supervises administrative personnel. In her capacity as Supervisor, she is responsible for formulating and adapting procedures, formalizing and optimizing workflow and for administrative oversight. Liat received a BA in Special Education from David Yellin College. She holds Level Three Certification in Accounting from the College of Management in Jerusalem. She served in the IDF as a Social Worker with youth-at-risk. Liat joined Yad Hanadiv in 2002.

Riki Arman

Grant Operations Director

Riki is responsible for designing and managing the workflow that supports development, operation and monitoring of the Foundation’s grants and supervises the Grant Ops team. Before joining Yad Hanadiv, she founded and managed initiatives in education, employment and social welfare in collaboration with local authorities and the community. Among them were Iwork (a social venture focused on supporting job seekers) and Gan ze lo Machsan (Preschool Isn’t a Warehouse – a parent-run non-profit to improve preschools). She has served on the boards of public bodies and municipalities. Riki previously held the positions of Budget Coordinator in the Ministry of Finance and Chief Economist at the Broadcast, Cable and Satellite Authority. She is a graduate of The Hebrew University in Economics and Philosophy. She joined Yad Hanadiv in 2021.

Director of Computer and Information Systems

Elisha is responsible for computer systems and IT at Yad Hanadiv, including the development, establishment, and maintenance of digital and infrastructure systems, applications, information security and cybersecurity. He has held various technological roles in global organisations, most recently as IT Director at Selina Hospitality and previously as Project Manager and IT Team Leader at Ex Libris, a software company. Elisha holds an undergraduate degree in Industrial Engineering and Management and an MA in Social Sciences, and is certified in Information Systems Management (CIO) from the Technion – Israel Institute of Technology. Additionally, Elisha co-manages the NetSuite User Group in Israel. He joined Yad Hanadiv in 2024.

Chief of Staff, Chief Executive Office

Adina coordinates and manages work for the Chief Executive’s Office, ensuring ongoing alignment between internal and external stakeholders while supporting broad strategic processes. Prior to joining Yad Hanadiv, Adina served as Chief of Staff, Senior Adviser, and Office Director to leading public sector figures. In these roles, she oversaw multiple complex initiatives, implemented workplans, and led large-scale projects. In parallel, she worked in business development and managed collaborations with universities, research institutes, government ministries and philanthropic partners. Adina holds a BA in Communications and Political Science from Ariel University, and an MA in Legal Studies from Bar-Ilan University. She joined Yad Hanadiv in 2025.

Director of Trustee Relations and Adviser to the Chief Executive Office

Maor is responsible for Yad Hanadiv’s ongoing communications with the Board of Trustees and external stakeholders in Israel and abroad. She has extensive experience in the Jewish public sphere and in leading academic institutions in Israel and the United States. Prior to joining Yad Hanadiv, Maor held senior management positions at the Hebrew University of Jerusalem and at Hebrew Union College, where she specialized in communications and marketing strategies, fundraising, audience engagement, and cultivating long-term relationships with international partners and donors. Previously, she served in management and community development roles at Jewish organisations in the United States, including Masa, Jewish Federation Los Angeles, and Hillel. Maor holds a BA in Business and Marketing from the American Jewish University in Los Angeles, an MA in Global Marketing Communication and Advertising from Emerson College in Boston, and an MBA from Bar-Ilan University. She joined Yad Hanadiv in 2025.

Hadar Hassid

Content Process Coordinator

Hadar coordinates all content-related processes within the Foundation and provides administrative support to the Chief of Programme and Implementation. Before joining Yad Hanadiv, Hadar worked in the Office of the Prime Minister where she headed a team in the security division. She subsequently was employed for seven years in the Prime Minister’s executive office. Hadar coordinates all content-related processes within the Foundation and provides administrative support to the Chief of Programme and Implementation. Athar Haskia

Senior Programme Officer, Arab Community

Athar is Senior Programme Officer in the Arab Community Programme. She has extensive experience in managing social programmes, developing policy and strategy, and working with local authorities and government ministries. Most recently, she managed the Operations and Maintenance, Safety Systems Division at Israel Railways, where she also established the organisation’s community relations department. Previously, she directed social programmes for children and at-risk youth, as well as employment rehabilitation programmes at the Municipality of Tira and Beit Cham Association. Naama is Programme Coordinator for Arab Community. For a decade Talya was a researcher at the Israel Democracy Institute, where she managed the International Proportionality in Public Policy research programme – an empirical investigation of the ways in which policy makers consider rights protection. Academic Excellence Programme Coordinator

Adi coordinates and supports all activities of the Academic Excellence team. Before joining Yad Hanadiv, Adi was a doctoral candidate at the Jack, Joseph and Morton Mandel School for Advanced Studies in the Humanities at The Hebrew University. For several years, she taught courses at and coordinated the university’s Amirim Programme for outstanding students. For two years, she coordinated the revamping of the Humanities department curriculum. Prior to her academic studies, she worked for several years in informal education – in counselling, administering activity and budget management. Adi has a BA in Musicology and an MA in Musicology from The Hebrew University. She joined Yad Hanadiv in 2022.

She holds an undergraduate degree in Economics and Business Administration from Bar-Ilan University and an MBA from The Hebrew University of Jerusalem. Additionally, she is a lecturer and consultant in the fields of development, strategy, and public policy, and is a Founding Member and Board Member of the Shefer non-profit. Yael joined Yad Hanadiv in 2024.

Eda manages early childhood programmes at Yad Hanadiv. Prior to joining, she held various positions in the field working with diverse populations. Eda served as the National Director of home nurseries at the Israel Association of Community Centres, early childhood programmes coordinator in Bat Yam, pedagogical instructor at Talpiot College and facilitator of early childhood projects at the Israel Democracy Institute. In her most recent role, she was part of the management team at the Yehuda Tribitch Fund for Social Involvement as head of the departments of educational training and after-school childcare. The fund, which operates under Unitaf, provides professional, educational and social support for children of asylum seekers and immigrants in south Tel Aviv. Eda holds a BA in Political Science and Art History from The Hebrew University, a teaching diploma specializing in early childhood from the Chofen Institute at David Yellin College and an MA in Early Childhood Studies from the Schwartz Programme at The Hebrew University. She joined Yad Hanadiv in 2021.

Lena holds a PhD in Science Education from the Weizmann Institute of Science, where she authored a science textbook for middle school students. Lena has extensive experience in science instruction and has lectured at the Weizmann Institute and the Kibbutzim College of Education. Lena joined Yad Hanadiv in 2024.

In the IDF she served as an Education Officer and was subsequently a Jewish Agency education representative in Kazakhstan and Kirgizia. Rinat holds a BA in Education and Jewish Thought and a Teaching Certificate from The Hebrew University. She joined Yad Hanadiv in 2010.

Rammy previously was a Criminal Prosecutor for the Central District. He holds a Bachelor of Laws Degree and a Master’s Degree in Public Policy, both from The Hebrew University of Jerusalem. He is also a licensed tour guide, having completed studies at Yad Ben Zvi. Rammy joined Yad Hanadiv in 2023.

Prior to joining Yad Hanadiv, Shiri served as the Sustainability and Food Security Senior Manager at GFI Israel, where she promoted alternative proteins and developed strategic partnerships with climate investors and key stakeholders. In the past, she managed the energy and waste management division at Ernst & Young, and also served as a senior economic adviser to the Ministry of Environmental Protection and to local authorities. Shiri holds a BA in Economics and Accounting from The Hebrew University of Jerusalem and an MA in Natural Resources and Environmental Management from the University of Haifa. She is a certified public accountant and a graduate of the Milken Institute Leadership Programme. She joined Yad Hanadiv in 2026.

She holds an LLB in Law and an MA in Public Policy from the University of Haifa, and an MA in Geography and Urban Planning, with a specialization in Environment from The Hebrew University of Jerusalem.

Naama has a BA in Social Sciences from the Open University of Israel. She joined Yad Hanadiv in 2018.

She holds a BA in Russian from Indiana University and an MA in Russian Studies from Yale, and was a Lady Davis Fellow at The Hebrew University from 1979–1981. Deena joined Yad Hanadiv in 2006.

In this role, she coordinated clinical teaching activities, led the implementation of teaching programmes and digitization processes, and established a dedicated programme for training medical students studying abroad. Estherlee is also a trained researcher of Hebrew illuminated manuscripts and worked in this field for close to a decade, conducting research in libraries in Israel and abroad on behalf of the Centre for Jewish Art. She holds a BA in Communication and Journalism, as well as a BA and MA in Art History from The Hebrew University. Estherlee joined Yad Hanadiv in 2023.

She is responsible for updating and maintaining the website, monitoring analytics and providing support for other online communication tools and applications. Ifat was employed as a student for 4 years and joined Yad Hanadiv in her current position in 2020.

Project Management Officer

Tal is a Project Management Officer at Yad Hanadiv. She leads cross-organisational initiatives, oversees workplans, and supports the adoption of project management tools and methodologies. Tal previously provided administrative support to the Office of the Chief Executive. Prior to joining Yad Hanadiv, Tal worked for over a decade at the Prime Minister’s Office in various roles. In her most recent position, she was part of the Division for International Visits and Foreign Relations, responsible for coordinating and organising meetings between the Prime Minister and heads of state and senior international entities. Tal holds a BA in Economics and Business Administration from The Hebrew University. She joined Yad Hanadiv in 2023.

As HR Coordinator, Meitav partners in leading and managing long-term processes, including recruitment, employee onboarding, well-being, enrichment programmes and employee development. Meitav has several years of experience in the fields of assessment and recruitment. In her most recent role, she worked for two years in the civil service as a recruiter for senior-level positions. Prior to this, Meitav served as a recruitment and operations coordinator at In-Touch, and as a psychological evaluator as part of her military service. In her most recent position, Hadas served as a Coordinator of education programmes and operations at Appleseeds. Before that, she held administrative positions at the Ministry of Justice and Mobileye. She also assists in shaping digital work processes and supports their implementation in the Foundation’s information systems. Julia holds an MBA in Data Science and a dual BA from the Department of Sociology and Anthropology and the Department of English Literature from The Hebrew University. She was previously employed at the Ministry of Education’s Department for Professional Development and served as a Hebrew teacher in the IDF. She joined Yad Hanadiv in 2017.

Deborah was previously Chief Bookkeeper at the El Ami non-profit and at Noam Productions. She joined Yad Hanadiv in 2012.

She joined Yad Hanadiv in 2021.

During her military service, Shira served as a Brigade Medical Corps Officer and a Medical Training Officer. She joined Yad Hanadiv in 2025.
